This talk will offer an opportunity for participants to engage with the Defense Microelectronics Activity (DMEA), a McClellan-based specially focused government unit and research and development laboratory established by the Department of Defense (DoD) in 1997 with an emphasis on addressing the growing problem of complex microelectronics issues. Mr. Gregory L. Davis, DMEA Small Business Programs Chief and Small Business Innovation Research (SBIR) / Small Business Technology Transfer (STTR) Program Manager will provide an overview of DMEA and discuss DoD prime contracting and subcontracting opportunities for small businesses and startups, including the SBIR/STTR program. The event will also provide an opportunity to engage with additional DMEA personnel in attendance (SBIR/STTR topic authors, Procuring Contracting Officers, and Contract Specialists).

ABOUT THE SPEAKER

Gregory L. Davis

Mr. Gregory L. Davis currently serves as the Small Business Programs Chief for the Defense Microelectronics Activity (DMEA) Office of Small Business Programs (OSBP). The DMEA OSBP vision is to maximize small business opportunities through innovation and advanced technology microelectronics solutions. DMEA’s OSBP mission is in direct support of the warfighter’s needs by advocating for small businesses that contribute to national security and economic power to our nation in the area of microelectronics and related technologies. He also serves as the Department of Defense (DoD) OSBP Component Director for DMEA. In addition, other responsibilities include being the DMEA’s Small Business Innovation Research/Small Business Technology Transfer (SBIR/STTR) Program Manager (PM) as well as the Advanced Technology Support Program (ATSP) Small Business (SB) PM.

Prior to assuming the duties of Small Business Programs Chief for DMEA, he served as the Engineering Program Manager (PM) for DMEA’s Program Control Office and Deputy PM for DMEA’s SBIR/STTR Program. In both capacities, he was responsible for determining appropriate scope feasibility of engineering requirements for the ATSP contract vehicle as well as mentoring various topic authors through the SBIR/STTR process.

Between DMEA and DoD, he has over 30+ years of Federal Government experience. He is Defense Acquisition Workforce Improvement Act (DAWIA) Level III certified in Systems Planning, Research, Development and Engineering (SPRDE). He graduated with a Bachelor of Science Degree in Computer Engineering from the University of the Pacific in 1988 and a Master of Business Administration (MBA) Degree from the University of Phoenix in 2005.
